Features of online receptions
With the modern pace of life and the availability of technology, online techniques are becoming increasingly popular. They are conducted by both clinics and doctors
in private.
In this case, legal relations are regulated by Article 36.2 of Federal Law No. 323-FZ of 11/21/2011 (as amended on 04/28/2023) "On the Basics of Public Health Protection in the Russian Federation".
According to the law, «телемедицина — это медицинская консультация, осуществляемая с помощью дистанционных технологий».
Such consultation can be conducted via video or audio communication, as well as text messages and files. During the appointment, the doctor can collect an anamnesis, conduct general monitoring of the patient's condition, evaluate the effectiveness of treatment, adjust previously prescribed treatment, and determine the need for face-to-face admission.
In this case, the doctor should not make a diagnosis and prescribe primary treatment. That is, telemedicine does not replace face-to-face reception, but complements it.
Telemedicine itself is not a separate type of medical care. It's just a technology. Therefore, it is subject to the general rules and regulations for the provision of medical care in our country, including the maintenance of documentation.
Very often, people understand an online consultation as an opportunity to see a doctor through social networks or messengers. Unfortunately, if no documents are issued, this «приём»will not be considered a telemedicine consultation, but rather a private request for advice (help).
